The Rural Hospital Program provides technical assistance and support to Critical Access Hospitals (CAH) and small rural hospitals. The Rural Health Program administers two federal grants on behalf of small rural hospitals and CAHs to improve their viability, quality of services and integration with the rest of the primary care system. These federal grants are the Rural Hospital Flexibility Grant Program (Flex) and the Small Rural Hospital Improvement Grant Program (SHIP). The Rural Hospital Program also oversees the development, implementation and monitoring of the North Carolina Telepsychiatry Program established by Session Law 2013-360.
The primary purpose of the position is to assist rural hospital administrators, rural health network providers, and other leaders within rural communities (health care related, EMS, and others), to collaboratively improve operations and/or design and implement new solutions to meet the broad spectrum of health care needs of underserved residents. The focus of these improvements includes, but are not limited to; development and start-up operations, operational efficiency, quality improvement, budgetary review, billing and collections, contractual relationships, network development and information technology.
The Rural Hospital Program Manager serves as field staff for rural hospitals and health networks to provide technical and analytical assistance, grant funding support and to support the primary purpose of the Office of Rural Health.
